I have a top floor condo that has sloped floors. Is there a way to fix this issue? The floors are all Hardwood. What I want to know is if I were to buy new hardwood and some how build shims under it, could this fix my problem. Otherwise any other suggestions? Also, I don’t know if I can get to the Joists due to the fact that I would be bothering my neighbor below.

This would be a very difficult task for the do-it-yourselfer. Normally, the floors are removed and the joists are “sistered” to the correct level, then the subfloor is reinstalled. You could try shimming a new subfloor on top of the existing subfloor, but your going to run into issues with your doors, thresholds, etc. You also werent specific to sq footage. If you are just doing one room, or the whole condo makes a difference in how you tackle this.
use floor leveler (comes in bags and must be mixed like morter mix or concrete to level floors then let dry and you can put new laminate or hardwood flooring on top of it.
