The psp console can be on but the screen blank after trying to upgrade ver 2.7 to ver 3.2 from memory card. Upgrade taken from internet download website.
Is there any place in Singapore where can change the motherboard at a cheaper price?

That is a waste of money even if Sony did not drop the price. Bad Idea. The psp Is only worth 80 or less if the motherboard is damaged.
